Amends Iowa Code Section 915.38 to explicitly require that closed-circuit television equipment used for minor witness testimony have two-way audio and video capabilities

Allows courts to order a minor's testimony be taken in a room separate from the courtroom to protect the child from trauma caused by testifying in the physical presence of the defendant

Requires a specific court finding that such protective measures are necessary to protect the minor from trauma that would impair their ability to communicate

Limits who may be present in the room with the testifying minor to the judge, attorneys, equipment operators, and persons the court determines would contribute to the minor's welfare

Mandates that the judge inform the minor that while the defendant will not be physically present, the defendant will be viewing the testimony via closed-circuit television
