Amends Iowa Code Section 803.3 to establish venue rules when the county where a criminal offense was committed cannot be readily determined

Requires trial to be held in the victim's county of residence when the offense location is unclear

Mandates trial in the defendant's county of residence if there is no victim, the victim is not an Iowa resident, or the victim's residence cannot be established

Allows trial in any county where a non-natural person victim (such as a business or organization) has a physical presence

Permits trial in any victim's county of residence when multiple victims exist, with natural person victims' counties taking priority over other types of victims
