Annual tuition or mandatory fee increases for in-state residents at Iowa regents institutions are capped at 3 percent

Tuition rates for in-state undergraduate students starting enrollment in 2026 or later will be locked at their first-year rate for up to four consecutive years of undergraduate enrollment

Each regents institution must offer at least one baccalaureate degree program that can be completed in three years by the 2027 academic year

A "work plus program" must be established by the 2027 academic year allowing undergraduates to work part-time while employers pay their tuition and mandatory fees during semesters of employment

Final decisions on tuition increases must be made at regular Board of Regents meetings held by December 31 of the prior fiscal year, in Ames, Cedar Falls, or Iowa City, and not during university breaks
