Sets instruction permit fees at $6 (standard), $10 (special instruction permit), and $12 (chauffeur's instruction permit or commercial learner's permit).

Requires accident reports involving injury, death, or property damage of $1,500 or more to be submitted electronically to the Department of Transportation within 72 hours.

Provides that chauffeur's instruction permits issued before the effective date remain valid until their listed expiration date.
