Establishes a School of Intellectual Freedom as an independent academic unit within the University of Iowa, physically located in the College of Liberal Arts and Sciences, focused on teaching and research related to historical ideas, traditions, and texts that shaped the American constitutional order

Requires the school to offer instruction on the intellectual foundations of free societies, principles of the American constitutional order, and foundations of responsible leadership and informed citizenship, with authority to develop certificate, minor, major, and graduate programs

Mandates the university employ at least five tenure-eligible faculty members for the school, with faculty appointments controlled exclusively by the school and not subject to approval by faculty outside the school

Requires the State Board of Regents to appoint an academic council of up to nine members by December 31, 2025, to conduct a nationwide search for dean candidates; the board selects and appoints the dean from the council's finalist list

Grants the dean sole authority over hiring, curriculum, courses, and programs, with the dean reporting directly to the university president; requires annual reports to the governor, general assembly, and Board of Regents on the school's achievements and challenges
