Prohibits Iowa Board of Regents institutions from requiring or constraining students to enroll in diversity, equity, inclusion, and critical race theory (DEI/CRT) related courses to satisfy degree requirements, including general education, major, minor, or certificate programs

Bans regents institutions from requiring, soliciting, or incentivizing faculty to participate in DEI/CRT practices or include such content in courses as a condition of course approval, performance assessment, promotion, tenure, or salary adjustment

Defines prohibited "DEI/CRT-related content" broadly to include topics such as systemic racism, implicit bias, microaggressions, intersectionality, social justice, cultural competence, white privilege, and race-based reparations when related to contemporary American society

Allows exemptions for academic programs explicitly titled as racial, ethnic, or gender studies, though students cannot be required to take courses in those programs to satisfy other degree requirements

Authorizes the Attorney General to bring mandamus actions against institutions for violations, with any person able to report potential violations; applies to academic years beginning on or after July 1, 2026
