Requires the Iowa Board of Regents to develop and adopt a due process policy for faculty, staff, and students at regent institutions, guaranteeing constitutional due process rights with limited exceptions only when necessary for significant institutional interests.

Mandates specific procedural protections in disciplinary proceedings including presumption of innocence, proof by clear and convincing evidence, right to counsel, right to know charges and access all evidence, and right to live hearings with cross-examination.

Requires institutions to immediately refer all reported felony-level offenses to local law enforcement and mandates that Title IX responsible employees have at least five years of criminal defense experience with substantial courtroom work.

Establishes disciplinary sanctions for anyone who substantially interferes with the due process rights of others and requires institutions to publicly post and annually report all due process violations and resulting sanctions.

Takes effect December 31, 2026, and may be cited as the "Campus Due Process Act."
