Undergraduate students at Iowa Board of Regents institutions must complete a 3-credit introductory survey course in American history and a 3-credit introductory survey course in American government as part of general education requirements, effective for students enrolling on or after July 1, 2028.

Required courses cannot be exclusively or primarily devoted to the study of subgroups of Americans or other nationalities, and must fulfill social sciences or humanities graduation requirements.

The Center for Intellectual Freedom (University of Iowa), Center for Cyclone Civics (Iowa State), and Center for Civic Education (University of Northern Iowa) must annually designate courses satisfying these requirements and establish ongoing lecture and debate series promoting civil dialogue by December 31, 2026.

The Board of Regents must conduct a review of all undergraduate general education requirements and core curricula by December 31, 2026.

Students in degree programs of three years or less are exempt, and transfer students receive equivalent credit for substantially similar coursework completed elsewhere.
