Iowa Board of Regents institutions must establish a tuition freeze policy for resident undergraduate students, locking in their first-year tuition rate for subsequent years of enrollment.

The tuition freeze requirement applies to students whose first academic year of enrollment begins in or after 2027.

Transfer students with credits allowing degree completion in less than four years receive the tuition freeze only for the number of academic years needed to complete their degree (rounded up).

The tuition freeze protection expires after four consecutive academic years of undergraduate enrollment (first year plus three subsequent years).
