Beginning July 1, 2027, practitioner preparation programs must include clinical experiences and training to prepare all teacher candidates to serve students with disabilities and English learners, with a minimum of 15 practicum hours focused on differentiation and special populations.

Students seeking endorsements in English learner instruction must complete a minimum of 40 practicum hours covering teaching methods for English learners in both elementary and secondary settings.

The Department of Education must identify and distribute unified summative end-of-program assessments for each endorsement area by July 1, 2027, with minimum scores set to determine content mastery for program completion.

Higher education institutions must report student assessment scores to the department, and beginning August 1, 2028, the department must publish program-level passage rates and remediation efforts on its website.

The department must establish a process to routinely review and support teacher and administrator preparation programs in serving students with disabilities and English learners.
