Establishes a mandatory reemployment case management program within Iowa Workforce Development that provides individualized services to unemployment claimants no longer attached to work, beginning within one to two weeks after filing an initial claim.

Requires unemployment benefit claimants to participate in and comply with the reemployment case management program to be considered "earnestly and actively seeking work" for eligibility purposes.

Waives work search requirements for individuals who are partially unemployed while at their regular job or temporarily unemployed.

Mandates that all interested parties in unemployment claims select a department-specified format to receive notifications about claim filings and determinations.

Directs the department to adopt administrative rules under Chapter 17A governing participation in the reemployment case management program.
