Iowa Department of Education would develop and administer a Seal of Civics Excellence program to recognize high school graduates who demonstrate proficiency in civics.

Department determines minimum requirements for the seal, including knowledge of American government and participation in civic and community activities.

Seal must be affixed to the student's diploma and noted on their transcript; may also include a sticker or certificate.

Participation by school districts and accredited nonpublic schools is voluntary; participating schools must report qualifying students' names to the department.

Department may charge a nominal fee to cover printing and postal costs for issuing the civics seal.
