Amends Iowa Code Section 321.180A to update cross-references from "subsection 1" to "subsection 3" regarding driver's license suspensions for persons physically or mentally incapable of safely operating a motor vehicle

Modifies Section 321.190 to waive the nonoperator's identification card fee for persons whose license was suspended due to physical or mental incapacity, or who voluntarily surrendered their license in lieu of such suspension

Updates Section 321.191 to eliminate the reinstatement fee for drivers whose licenses were suspended under the physical/mental incapacity provisions

Adds new subsection 3 to Section 321.210 establishing grounds for license suspension when a person is physically or mentally incapable of safely operating a motor vehicle, with procedures for voluntary surrender as an alternative to formal suspension

Provides that filing a petition for judicial review will stay a suspension pending court determination, except for suspensions based on physical or mental incapacity
