Amends Iowa Code Section 21.4 to specify three required methods for public notice of governmental body meetings: advising news media who have filed notice requests, posting in a prominent location annually designated by the governmental body that is visible at all times, and posting on any internet site maintained by the governmental body.

Requires governmental bodies to annually designate a prominent and conspicuous physical location for posting meeting notices, replacing the current requirement to post at the principal office or meeting building.

Mandates that amended agendas be marked "AMENDED" with specific provisions identified, and a new notice must be provided when changes occur within the established time frame.

Applies to electronic meetings under Code section 21.8, public appointment and employment notices under Code section 35C.1, and whole grade sharing agreement notices under Code section 282.11.
