Amends Iowa Code Section 22.3 to require lawful custodians to make every reasonable effort to provide public records at no cost other than copying costs when the record takes less than 30 minutes to produce.

Requires lawful custodians to promptly acknowledge public records requests and provide contact information for their authorized designee, with "promptly" defined as using reasonable, good-faith efforts considering the circumstances.

Mandates that custodians provide requesters an approximate date for when a cost estimate and the public record or response will be delivered.

Requires custodians to inform requesters of any expected delays in producing the requested public record.

Clarifies that any reasonable expenses must be communicated to the requester upon receipt of the request in accordance with the new notification requirements.
