Appropriates $17.5 million annually from the general fund to the Technology Reinvestment Fund starting fiscal year 2027, plus $18,269,217 from the Rebuild Iowa Infrastructure Fund for fiscal year 2026.

Expands allowable uses of the Technology Reinvestment Fund to include state information technology projects that enhance technology infrastructure, improve government services, and promote innovation and economic development.

Requires the Department of Management to prioritize proposed technology projects based on nine criteria including strategic alignment, return on investment, scalability, rural community access, and sustainability beyond initial funding.

Establishes that unencumbered Technology Reinvestment Fund moneys do not revert at fiscal year end but remain available for two additional years after the appropriation year.

Mandates annual reporting by January 15 from state agencies that received fund appropriations to the Department of Management on project status and outcomes.
