Amends Iowa Code Section 123.5 to restructure conflict-of-interest restrictions for Alcoholic Beverages Commission members, limiting to two members who may hold permits or licenses to manufacture or sell alcoholic beverages at wholesale or retail.

Prohibits commission members from holding alcohol manufacturing/sales permits, having financial interests in alcohol enterprises, receiving commissions on alcohol purchases/sales, or holding interests in properties used for alcohol manufacturing or sales.

Adds new prohibition barring commission members from using their office to influence others' political views or favor particular candidates for public office.

Replaces Section 123.13 with new provisions restricting the Director of Revenue and department employees from having financial interests in alcohol manufacturing/dealing or receiving profits from alcohol sales.

Prohibits department employees from licensing or enforcing alcohol laws against businesses where they have ownership interests or control over alcohol purchasing.
