Amends Iowa Code Section 388.9 to expand closed session authority for governing bodies of city utilities, combined utility systems, and city enterprises to discuss proprietary information or marketing and pricing strategies when public disclosure would harm the competitive position of the utility or a third party

Requires a two-thirds vote of governing body members or unanimous vote of members present to hold a closed session under this provision

Expands the definition of "proprietary information" to include customer records that would harm competitive position of a customer or utility, and information related to electric transmission planning, critical energy infrastructure, electric generation capacity planning, energy markets or prices, and ownership interests in electric generating facilities

Makes minutes and audio/audiovisual recordings of closed sessions available for public examination once disclosure would no longer harm the utility's competitive position

Removes requirement that nondisclosure agreements with noncustomer contracting parties be the basis for confidentiality, instead allowing broader categories of sensitive energy-related information to qualify as proprietary
