Clarifies the distinction between "informal inquiry" (preliminary review of complaints) and "formal administrative investigation" (investigations that could result in reassignment, suspension, demotion, removal, or discharge)

Defines "Brady-Giglio list" as prosecuting agency records of officers with sustained incidents of untruthfulness, criminal convictions, or credibility issues

Establishes procedural protections for officers during formal administrative investigations, including requirements for written complaint summaries and interview procedures
