Expands the definition of "election day" to include any day when in-person voting occurs, including early voting periods under sections 53.10 and 53.11.

Requires law enforcement agencies investigating elections, election officials, or election misconduct to immediately notify the state commissioner (or the governor if the investigation involves the state commissioner).

Allows cancellation of voter registrations designated as incomplete, pending, or unconfirmed for 90 days when the commissioner cannot contact the registrant or the registrant fails to provide sufficient information to correct the defect.

Modifies recount procedures for public measures by changing who conducts recounts from a three-member board to the commissioner and their staff, and updates petition filing requirements based on whether measures are statewide or local.

Establishes specific thresholds for public measure recounts: less than 0.15% difference for statewide measures, or less than 1% or 50 votes (whichever is lesser) for other public measures requiring 60% approval.
