Requires at least 60% of each facility's capacity to be subscribed in portions of 40 kilowatts or less, ensuring access for smaller customers

Exempts community solar facilities from being classified as public utilities and specifies that furnishing electricity through these facilities does not constitute unnecessary duplication of utility infrastructure

Facilities must be located within a utility's service area and cannot be within one mile of another community solar facility controlled by the same entity
