School districts, charter schools, and innovation zone schools are prohibited from entering agreements with public libraries that allow students to use school-issued ID cards to access books, electronic resources, or other educational materials at public libraries.

Mobile libraries (bookmobiles) owned or operated by public libraries are banned from accessing school property to host events where students can check out books.

"Public library" is defined as libraries established by city ordinance or library districts under Iowa Code chapter 336.

"Mobile library" is defined as a motor vehicle owned or operated by a public library used to transport books and other educational materials.

The bill creates new section 279.89 in the Iowa Code and applies the same restrictions to charter schools and innovation zone schools as to traditional school districts.
