Amends Iowa Code Section 69.14A to modify procedures for filling vacancies in county supervisor and county officer positions, allowing appointments until the next pending election with required public notice within 40 days of the vacancy occurring.

Requires electors to file a petition within 14 days of published notice or appointment to request a special election, but only if the remaining unexpired term is at least six months.

Creates new Section 69.14B establishing an "anticipated vacancy" election process where county officers who submit written resignation notice more than 73 days before a general election can have their position placed on that election's ballot.

Adds similar provisions for city council and mayoral vacancies, requiring council publication of notice when intending to fill vacancies by appointment and allowing petition-triggered special elections when unexpired terms exceed six months.

Establishes residency requirements for appointees, mandating 60 days of prior county residence for most positions, with county attorney appointees required to be residents at the time of appointment.
