Removes authority of the Iowa Racing and Gaming Commission to issue licenses for pari-mutuel wagering on simultaneously telecast dog races to entities with Iowa Horsemen's Benevolent and Protective Association agreements for source market fees

Retains licensing provisions for simultaneously telecast horse races under the alternative simulcasting licensure framework in Section 99D.9D

Maintains the 2% tax on gross wagering amounts exceeding $25 million annually for simultaneously telecast horse and dog races conducted by licensees under Section 99D.9D

Does not affect other Code authorizations for dog racing generally or wagering on simulcast dog races under different license types

Takes effect July 1, 2027
