Adds "shellfish" to the definition of "animal" under Iowa's animal feeding operation (AFO) regulations in Code section 459.102, alongside cattle, swine, horses, sheep, chickens, turkeys, and fish.

Establishes animal unit equivalency factors for shellfish: 0.001 animal units for shellfish weighing 25 grams or more (1,000 shellfish = 1 animal unit) and 0.00006 animal units for shellfish weighing less than 25 grams (16,667 shellfish = 1 animal unit).

Subjects shellfish operations to existing DNR regulations governing animal feeding operations, including air and water quality standards, separation distance requirements, construction permits, and manure management plans.

Makes existing civil penalties applicable to shellfish operations, including administrative penalties up to $10,000 for air quality violations and up to $10,000 administrative or $5,000 judicial penalties for water quality violations.
