Amends Section 216.19 of the Iowa Code to prohibit cities and local governments from enacting ordinances or laws with broader or different categories of unfair or discriminatory practices than those provided in the Iowa Civil Rights Act of 1965

Removes existing provision that previously allowed local governments to enact anti-discrimination laws covering additional protected categories beyond state law

Maintains the requirement that all cities must protect civil rights secured by the Iowa Civil Rights Act to the extent possible

Establishes state-level preemption over local civil rights protections, preventing municipalities from expanding discrimination protections beyond what is specified in state law
