Replaces Iowa's existing habitual offender law (Section 902.8) with a two-tier point system for classifying prior offenses, where "level one offenses" (class A–D felonies and certain aggravated misdemeanors involving sexual abuse, domestic abuse assault, assault with a dangerous weapon, organized retail theft, theft, and controlled substance possession) are worth one point each, and "level two offenses" (remaining aggravated misdemeanors and certain serious misdemeanors involving assault causing bodily injury, domestic abuse assault, harassment, controlled substance possession, fourth-degree theft, and third-degree criminal mischief) are worth one-half point each.

Defines a habitual offender as a person convicted in any Iowa, other state, or federal court of any combination of level one or level two offenses resulting in the accumulation of 3 or more points.

Requires habitual offenders to serve a minimum of 20 years of confinement before becoming eligible for parole or work release, unless the current level one offense carries a higher minimum sentence, in which case the higher minimum applies.

Removes the previous statutory cap of 15 years maximum confinement for habitual offenders and replaces it with sentencing as provided under the new section 902.8 framework.

Proposed by the House Judiciary Committee (Chairperson Holt) and amends Iowa Code Sections 902.8 and 902.9(1)(c), Code 2026.
