Amends Iowa Code Section 321.88 to direct officers with possession of unclaimed vehicles after 40 days to follow updated abandoned vehicle procedures under Section 321.89, subsections 3 and 5.

Replaces Section 321.89 with a comprehensive framework authorizing police authorities to tow and impound abandoned vehicles on public property, and allowing either police or private property owners/controllers to arrange towing of abandoned vehicles on private property using a garagekeeper.

Requires the person who impounded an abandoned vehicle to send certified mail notice within 20 days to the registered owner, any lienholder, and known claimants, including vehicle description, location, a 10-day reclamation period, fee payment requirements, and warnings that failure to reclaim constitutes waiver of interest and consent to sell or dispose of the vehicle and personal property inside.

Allows reclamation of an abandoned vehicle or personal property inside upon payment of all towing, notice, and impoundment fees, and requires the driver to present a valid driver's license and proof of financial liability coverage before driving the vehicle away.

Provides limited liability protection for garagekeepers who comply with the notice requirements, shielding them from causes of action by owners, lienholders, or other claimants for actions taken under the section; also permits newspaper publication as an alternative notice method when the owner or lienholder cannot be identified with reasonable certainty.
