Amends Iowa Code Section 708.3A to add public utility employees and contractors to the list of protected occupations under assault statutes, alongside peace officers, firefighters, health care providers, and other public servants.

Assault with intent to inflict serious injury on a public utility worker performing their duties becomes a Class "C" felony.

Assault using or displaying a dangerous weapon against a public utility worker becomes a Class "C" felony.

Creates new harassment protections specifically for public utility employees and contractors engaged in utility responsibilities.

Requires the assailant to have knowledge that the victim is a public utility employee or contractor for the enhanced penalties to apply.
