Requires the Iowa Department of Transportation to administer a computer-based English language proficiency examination for all commercial driver's license (CDL) and commercial learner's permit (CLP) applicants and renewals, meeting federal requirements under 49 C.F.R. §391.11(b)(2).

Prohibits issuance or renewal of a CDL or CLP unless the applicant demonstrates sufficient English proficiency through the examination.

Imposes civil penalties on commercial motor carriers who employ drivers lacking English proficiency: $3,000 for first violation, $5,000 for second, and $10,000 for third or subsequent violations.

Drivers found operating commercial vehicles without sufficient English proficiency must exit the vehicle, face a $1,000 civil penalty, and commit a serious misdemeanor.

Carriers have 12 hours after notification to pay the civil penalty and provide an English-proficient replacement driver, or cargo owners may arrange transfer of goods to another vehicle.
