Permits can be denied or revoked if the applicant has been convicted of violating scrap metal transaction laws more than twice, or if the sheriff determines the applicant is a threat to public safety.

Violations are classified as serious misdemeanors for first offense, aggravated misdemeanors for second offense, and class "D" felonies for third or subsequent offenses.
