Directs the Department of Management to sell the Iowa Communications Network as soon as feasible through a solicitation process that may include direct bid solicitation and sole-source contracts for brokerage, financial accounting, and legal services.

Requires the sale to include terms allowing existing authorized users to continue receiving contracted services on commercially reasonable terms for at least 10 years.

Mandates quarterly status reports to the Legislative Services Agency beginning October 1, 2026, with a final report outlining the proposed sale due at least 10 days before completing the transaction.

Deposits all sale proceeds into the state general fund.

Removes restrictions on the Iowa Telecommunications and Technology Commission providing or reselling communications services to non-public entities, effective July 1, 2027, with the sale authorization taking effect immediately upon enactment.
