Establishes a competitive grant program within the Iowa Department of Education to help schools offset costs of developing and implementing cardiac emergency response plans.

Requires cardiac emergency response plans to include placement of automated external defibrillators (AEDs) in unlocked, accessible locations with signage, allowing staff to place an AED on an individual within 3 minutes of cardiac arrest.

Mandates schools form cardiac emergency response teams, provide ongoing CPR and AED training for staff, and develop athletic emergency action plans for physical education and extracurricular activities.

Applies to public school districts, accredited nonpublic schools, charter schools, and innovation zone schools, requiring compliance with the same cardiac emergency response requirements.

Creates a school health-related emergency response plan competitive grant program fund, with the Department of Education required to administer the program if the General Assembly appropriates funding.
