Designates budget transmittals from state entities to the Department of Management (DOM) as confidential until the governor transmits the budget to the general assembly

Appropriates $17.5 million annually from the general fund to the technology reinvestment fund starting July 1, 2025, and transfers DOM authority to prioritize and fund state IT projects based on strategic alignment, feasibility, return on investment, and scalability criteria

Reduces the interval for national criminal background checks for DOM employees and IT staff from every 10 years to every 5 years

Prohibits specific contract terms in state IT contracts, including indemnification clauses violating the Iowa Constitution, foreign governing law provisions, blanket confidentiality claims, and binding arbitration requirements; requires all such contracts be governed by Iowa law with venue in Polk County

Transfers the Iowa statistical analysis center from the Department of Health and Human Services to DOM, granting DOM access to criminal justice data for research purposes including juvenile court records, criminal history data, and corrections records
