Public libraries must enforce age-appropriate policies prohibiting minors from accessing materials with descriptions or visual depictions of sex acts, and must allow parents to monitor their child's borrowing activity to remain eligible for state assistance.

Parents or guardians can request access to library records of their minor children, creating an exception to the standard library patron confidentiality protections.

Effective July 1, 2026, all administrative, financial, oversight, and policy authority of city library boards of trustees transfers to city councils (the governing body of the city).

Libraries in violation of age-appropriate standards will be ineligible to receive local tax levy funds and state library fund moneys.

The state library must use "In Service to Iowa: Public Library Measures of Quality" as its standards manual, explicitly excluding American Library Association and Iowa Library Association standards from the program.
