Enrolled individuals include persons who receive citations, are arrested, or enter criminal proceedings, as well as victims, witnesses, attorneys, and legal guardians associated with criminal cases

System must deliver text-based notifications about public case proceedings and events, including appearance reminders with date, time, and location, plus notices of fees due and payment methods

Enrolled individuals must have a clear and simple option to opt out of receiving notifications, and the system must protect nonpublic information including sealed case documents

System may be operated by the Iowa judicial branch or by a qualified third-party contractor meeting the bill's requirements
