Expands reasons for canceling a program participant's certification to include: false application information, death of the participant based on reliable source information, or request from another household member with legal documentation

Authorizes the Secretary of State to hold a program participant's mail for up to 30 days upon request

Requires the state or county commissioner of elections to cancel a program participant's voter registration upon learning the participant is registered to vote in another state

Allows program participants to register as absentee voters for the duration of their certification period rather than requiring annual registration
