Amends Iowa Code Section 99D.11 to require the State Racing and Gaming Commission to authorize entities licensed under Section 99D.9D (alternative simulcasting licensure for horse and dog races) to conduct advance deposit wagering

Removes the existing requirement that specifically authorized only the Polk County horse racetrack licensee to conduct advance deposit wagering

Allows advance deposit wagers to be placed in person at licensed racetrack enclosures or remotely via telephone or other electronic means

Maintains the revenue distribution requirement: 50% of net revenue from advance deposit wagering goes to horse purses under Section 99D.7, and 50% goes to the Polk County pari-mutuel horse racetrack licensee

Requires any entity seeking an advance deposit wagering operator license to have an agreement with the Polk County horse racetrack licensee before the license can be granted
