Amends Iowa Code Section 17A.6 to add "uniform rules on agency procedure" to the list of publications excluded from the definition of "publication" alongside the Iowa Code, Iowa Acts, Iowa administrative code, and Iowa court rules.

Rescinds numerous Iowa Administrative Code (IAC) chapters and rules across approximately 80+ state agencies, effective July 1, 2026, covering subjects now addressed by uniform rules on agency procedure adopted by the administrative rules coordinator.

Consolidates agency procedural rules under uniform statewide standards established pursuant to Section 17A.24, eliminating duplicative or inconsistent agency-specific procedural rules.
