State agencies would be prohibited from applying for or accepting "high-impact federal grants" without prior approval from the General Assembly or the Legislative Council when the legislature is not in session.

High-impact federal grants are defined as federal financial assistance that exceeds $5 million in one state fiscal year, requires any state matching expenditure, or requires the state to enact legislation.

Agencies must submit a federal grant request report to the Legislative Services Agency (LSA) that includes the grant duration and amount, conditions for receiving the grant, required state matching funds, and a withdrawal plan if the grant is reduced or eliminated.

Agencies receiving federal guidance documents must submit copies to the LSA within 10 business days along with a statement summarizing the operational and fiscal impact of compliance.

The LSA must maintain publicly accessible databases of federal grant request reports and federal guidance documents on the General Assembly's website.
