Creates a new Board of Autonomous Medical Practice to license and regulate "Artificial Intelligence Augmented and Autonomous Service Providers" (AAASPs) that operate clinical AI services in healthcare settings.

Establishes an 11-member board composition including physicians, pharmacists, nurses, psychologists, hospital representatives, a health care ethicist, experts in AI and health technology, and one public member.

Defines four categories of clinical AI services: advisory AI (provides suggestions to providers), supervised autonomous AI (acts with oversight), fully autonomous AI (operates independently), and informational AI (general health education).

Requires AAASPs to obtain licensure, designate a responsible official, and comply with reporting requirements for adverse events including patient deaths, serious harm, or inappropriate care escalation failures.

Specifies that the Board of Autonomous Medical Practice is exempt from dissolution under section 4A.5, establishing it as a permanent regulatory body.
