Amends sick leave conversion rules for state employees: those in their first four years of employment may elect to convert unused sick leave to vacation time after accumulating 10 days of sick leave; employees with more than four years must accumulate 30 days before making this election

Establishes paid parental leave for state employees eligible under the federal Family and Medical Leave Act of 1993 for birth or adoption of a child, if leave is taken within 12 months of the birth or adoption

Provides up to four weeks of paid leave for a state employee parent who gives birth or adopts a child

Provides up to one week of paid leave for a state employee parent who did not give birth

Requires the Department of Administrative Services to adopt rules to implement the paid parental leave program
