Establishes joint rules governing lobbyists for the Iowa Senate and House of Representatives during the 91st General Assembly, replacing rules from the 90th session

Requires all lobbyists to register with the chief clerk of the house and secretary of the senate before beginning lobbying activity, including filing declarations on specific bills and whether they support or oppose them

Prohibits lobbyists from giving gifts to legislators or permanent employees (with limited exceptions), making loans to members, paying campaign contributions during legislative sessions, or offering economic opportunities intended to influence official conduct

Requires lobbyist clients to file expense reports under Iowa Code section 68B.38, including time spent at the capitol, attending hearings, researching/drafting legislation, and communicating with legislators

Defines "political action committee" as organizations spending more than $1,000 annually to advocate for candidates, ballot issues, or legislative action, and establishes complaint procedures through house and senate ethics committees
