Establishes the House Code of Ethics for the 91st General Assembly, requiring legislators and employees to uphold the integrity of the general assembly and comply with Iowa Code chapter 68B (Government Ethics and Lobbying)

Prohibits members and employees from accepting economic opportunities, gifts, or employment intended to influence official conduct, including employment from political action committees or acting as paid lobbyists

Requires members to avoid conflicts of interest by not voting on matters where they have an economic interest distinguishable from the general public, and mandates personal financial disclosure statements be filed by February 15 annually

Establishes complaint procedures allowing any person to file written complaints against members, employees, or lobbyists for ethics violations, with investigations conducted by independent special counsel appointed by the chief justice of the supreme court

Prohibits harassment, sexual harassment, and retaliation, and authorizes penalties including admonishment, cease and desist orders, censure, reprimand, suspension, or expulsion for ethics violations
