Allows volunteer firefighters and emergency medical care providers to receive lawful compensation, stipends, incentives, and benefits while holding one or more city offices or positions, provided the positions are not incompatible with another public office or prohibited by law

Permits currently serving city council members to serve as chief of a volunteer fire department upon a majority vote of the council, with the candidate member required to abstain from voting on their own appointment

Authorizes cities to establish a dedicated fund or reserve savings account to pay for acquisition, possession, and maintenance of major equipment for police, fire, rescue, or emergency medical services

Requires cities with such dedicated funds to deposit payments, awards, judgments, or insurance settlements for damaged emergency services equipment or vehicles into the relevant fund rather than the general fund

Allows cities to reimburse their general fund from settlement proceeds if general fund money was used for repairs, with any remaining settlement amount going into the dedicated emergency services fund
