Adds career and technical education (CTE) instructors to the list of positions eligible for supplementary weighting when shared between school districts and other political subdivisions for at least 20% of the school year

School districts sharing a CTE instructor receive a supplementary weighting of three pupils per shared function

Defines "career and technical education instructor" as a licensed teacher with CTE endorsement for grades 5-12 in agriculture, family consumer sciences, industrial technology, business, or information technology, or an individual with CTE authorization for those grades

Amends Iowa Code Section 257.11, subsection 5, which governs supplementary weighting for shared operational functions designed to increase student opportunities and redirect resources to student programming
