Amends Iowa Code Section 282.18 regarding transportation for students using open enrollment between school districts.

Receiving districts with fewer than 2,000 students may send school vehicles into a pupil's district of residence to transport open enrollment students, removing the previous two-mile limit, if the student lives closer to the receiving district's school than to their assigned school in the sending district.

Receiving districts with 2,000 or more students may transport open enrollment students regardless of distance, if the sending district has fewer than 2,000 students, the districts are contiguous, and the sending district has previously sent vehicles into the receiving district.

Preserves existing provision allowing transportation arrangements when both sending and receiving district school boards agree, regardless of other conditions.
