Creates new criminal offense of "assault by criminal groping," defined as intentional physical contact with an intimate body part (inner thigh, groin, buttock, genitals, anus, or breast) without intent to commit sexual abuse

First offense is a serious misdemeanor punishable by up to 1 year confinement and fines of $430-$2,560

Second offense is an aggravated misdemeanor punishable by up to 2 years confinement and fines of $855-$8,540

Third or subsequent offense is a class "D" felony punishable by up to 5 years confinement and fines of $1,025-$10,245

Offenders determined by the court to be sexually motivated must register as sex offenders: Tier I if victim is 14 or older, Tier II if victim is under 14
