Requires county compensation boards to use the statistical mean of salaries from state patrol administrators, division of criminal investigation command officers, and city police chiefs when recommending sheriff compensation.

Mandates that police chief salary comparisons use cities with populations within 1,000 of the county's population.

Requires county compensation boards to provide documentation to boards of supervisors demonstrating how recommended compensation schedules were determined, including comparable officer compensation data.

Authorizes the attorney general to bring a writ of mandamus action against counties that fail to comply with the compensation determination provisions.
