Requires undergraduate students at Iowa Board of Regents institutions to complete introductory survey courses in American history and American government (at least 3 semester credit hours each) as part of general education requirements, with courses not to be exclusively devoted to the study of subgroups of Americans or other nationalities.

Mandates the Center for Intellectual Freedom (University of Iowa), Center for Cyclone Civics (Iowa State), and Center for Civic Education (University of Northern Iowa) to annually designate courses satisfying these requirements and establish ongoing lecture and debate series promoting civil dialogue on issues important to the American republic.

Requires the Board of Regents to conduct a review of all undergraduate general education requirements and core curricula by December 31, 2026.

Applies to undergraduate students beginning enrollment at regents institutions in academic years starting on or after July 1, 2028, with certain provisions taking effect July 1, 2027.

Exempts students in degree programs of three years or less in duration and provides equivalent credit for transfer students with substantially similar prior coursework.
